Based on the feed back from members, that ECHS patients are subjected to avoidable inconveniences by being asked to visit Polyclinics in person , for the second time / repeatedly, only to collect medicines which are were marked “NA” in the first instance on a particular prescription, the following procedure have been prescribed:- (a) In case certain medicines prescribed by the MO / Specialist are not available in the first instance from the Poly clinic dispensary, the same can be issued to a representative of a member on a subsequent day. It will not be mandatory for the patient himself to come once again in person, just to collect medicines marked “NA” from the Polyclinic. (b) Any representative of the ECHS member can come and collect the medicines marked “NA” in an earlier prescription, provided he is in possession of the original prescription and the member’s smart card as authority. (c) However, when a fresh prescription is required to be generated, the patient needs to be physically present at the polyclinic for examination and review by the Medical Officer each time. ECHS members prior to availing medical facilities, either for self or for their dependents must ensure that- (a) They or their dependents together or independently are not members of any other Govt. Medical Scheme, ie., they should not be getting free medical facilities from Central Govt / State Govt / PSUs etc.. (b) Dependant parents’ combined monthly income from all sources does not exceed Rs. 2,550/-. (c) Each dependent child’s (son / daughter) combined monthly income from all sources should not exceed Rs. 2,550/-. (d) Dependent handicapped son, if any, is not able to earn his livelihood. 11. It may be noted that if any member is found violating the above contingencies his / her membership will be terminated without any notice and in addition he / she may be prosecuted under the Indian penal Code. Please ensure that no unauthorized person avails medical facilities from ECHS. Refund of ECHS Contribution 12. The case for refund of contribution in respect of pre 01 Jan 1996 retirees, who have already paid the contribution is still pending with GOI, MOD. Details will be communicated on receipt of information from MOD. ECHS Polyclinics 13. (i) The official clinic working hours for ECHS doctors is 0800 to 1400 hrs only.
