New Delhi, Jan 31: General Joginder Jaswant Singh took over as the new Chief of Army Staff (COAS) from outgoing Chief General Nirmal Chand Vij, who retired today after more than two years. General Vij had taken over the army when it had just returned from Operation Parakram, a year-long face-off with the Pakistan Army that began after the terrorist attack on Parliament in December 2001.
