A copy of the Government of India, Ministry of Railways, (Railway Board) letter No E(W)2004PS 5-6/55 dated 6-10-2004, addressed to the General Managers of All Indian railways, is given below for the benefit of all ex-servicemen. “Subject: Issue of Complimentary card passes in favour of widows of Gallantry Awardees. Ref: Board’s letter No. E(W) 96 PS 5-6/22 dated 23-02-1996, 4-07-1996 and 29-10- 1996 In pursuance of announcement made by the then Minister for Railways in Parliament while presenting the Railway Budget, 1996-97, instructions for grant of First Class/2 nd AC Complimentary Card passes to the Gallantry Awardees (Chakra series) belonging to Defence Forces and widows of posthumous award winners were issued vide Board’s letter dated 23-02-1996 and 4-07-1996. Subsequently instructions were issued vide letter dated 29-10-1996 referred to above to extend the scheme to police personnel conferred with President’s Police Medal for Gallantry, Police Medal for gallantry and to widows of posthumous Gallantry awardees of the two categories of awards. In terms of these extant instructions, complimentary card pass facility is not available to the widows on the death of the recipient of the award. The matter has been examined by Board and t has now been decided that on the death of the Gallantry award winners, 1 st class/2 nd AC complimentary card pass facility already available to widows of posthumous Gallantry awardees of Defence/Police Forces as indicated in Board’s instructions referred to above. In addition to the documents required to be submitted by the widows as mentioned in Board’s letter dated 23-02-1996, attested copy of the death certificate and certificate from a gazetted officer indicating that the widow has not remarried may be submitted to the office of Zonal Railway Headquarter or the office of Divisional Railway Manager from where pass will be issued. This issues with the concurrence of the Finance Directorates of the Ministry of Railways. Under the scheme “reimbursement of House tax to Widows of Ex-Servicemen Pensioners, War Widows, War Disabled and Gallantry Award Winners for Self Occupation”, from the Tamil Nadu Ex-Services Personnel/ Benevolent Fund at the disposal of Rajya Sainik Board. Eligibility: a) They must own only one house and it should be self occupied. b) The applicant should not be “Income Tax Payee”. Income Limit: a) There is no income limit for war widows and war disabled Ex-Servicemen b) In respect of others, their income should not exceed Rs 50,000/- per annum. Procedure for claim. The applicant should remit the tax directly to the local bodies and then they should apply to the Zila Sainik Board with the local body receipt for reimbursement of the amount. Time Limit: Claim should be made within three months from the date of payment of Tax to the Local Body.
