Page 156 of 170 specifically for the ECHS, the GOI has accorded approval for hospitals under the CGHS and the Railway Hospitals to be empanelled by the ECHS, subject to exchange of an MOA (Memorandum of Agreement) in each case, between the representatives of the ECHS (Nodal Centres/Formation HQ) on the one hand, and the concerned hospital/diagnostic centre to be empanelled, on the other. This activity is expected to be completed by the end of December 2003. Thereafter, as far as the facilities at the hospitals are concerned, the scheme should become operational. 38. Similar MOA’s will have to be signed and exchanged with any other hospital/diagnostic centre identified as suitable for the ECHS. Empanelment of hospitals directly by the ECHS will become possible after the GOI accords approval of the empanelment procedures ( in such cases, the exercise of empanelling will also involve an appraisal of the facilities in terms of the GOI procedures ). 39. Once GOI approval is obtained for the empanelment procedure, action will be taken by the Nodal Centres, giving wide publicity to the invitation to hospitals for empanelment. 40. Funds have been placed at the disposal of the Nodal Centres/Formation HQ by the CGDA a few days ago for the operation of the ECHS/setting up of Polyclinics (as per plans). 41. The “interim” arrangements at New Delhi and at other places, with funding from Army HQ Welfare Funds, are limited to approved hospitals (pre ECHS) (including CGHS/Railway). 41. “SMART CARDS” : A few hundreds are being procured from Germany and Singapore, the intention being to test their efficacy (by about the end of Dec 2003). Once the cards are found to be satisfactory in all respects, from about the end of Jan 2004, card issues to members will commence. The non-issue of the “smart cards” will in no way affect the operation of the ECHS. Members will be able to seek treatment based on the MRO and receipt in acknowledgement of the ECHS application.
