Page 169 of 170 3. The Scheme is applicable to Defence Pensioners including family Pensioners. To apply for membership of the Scheme a pensioner is required to make one-time contribution with four copies of Military Receivable Orders (Specimen enclosed). The amount along with four copies of Military Receivable Orders (MROs) are required to be deposited in the bank branches authorized for Defence transactions. Out of four copies of MROs, original plus two copies (triplicate and quadruplicate) will be returned to the pensioner after affixing bank’s receipt stamp and duplicate will be retained with the bank branch for onward transmission to the concerned principal Controller of Defence Account/Controller of Defence Accounts. The Scheme is applicable to family pensioners also. This facility is extended to all Defence Pensioners irrespective of whether he/she is drawing pension from a particular bank branch or not. 4. As the pensioners are spread all over the country, they may find it difficult to obtain Official Stamp and signatures of an Officer of Armed Forces on the MROs. It is, therefore, desired by the Government that the MROs may be accepted without affixing the Official Stamp and the signatures. The banks may verify the identity of the pensioners on the basis of identity card issued to ex-servicemen/Pension Payment Orders etc. 5. In view of the above, you may please take necessary action to receive the contribution from Defence pensioners towards ECHS and transmit the receipted MRO along with the scrolls to the concerned authority. Funds may be transferred to Government accounts as hitherto. 6. Clarification in respect of the Scheme, if any, may please be sought directly from Office of the Director General, Adjutant General’s Branch, Army Headquarters, DHQ PO, New Delhi-110 Oil.
