The Government has conceded their long—pending demand for special medical facilities. Labelled the Ex-Servicemen Contributory Health Scheme (ECHS), it will cater to cover 80 percent of retired personnel whose ranks swell by about 60,000 members annually. 34. The Scheme which will involve a capital outlay of Rs 122 crores and revenue expenditure of Rs 345.50 crores annually envisages maximum utilisation of existing facilities. 35. New polyclinics will be set up at 123 non military stations having n ex-servicemen population of more than 2,500. These are expected to cater to 48 per cent of the total load of about 65 lakhs retired personnel. 36. Existing military hospitals (MHs) or medical inspection rooms (MI Rooms)will be augmented at 104 stations which will take care of 38 per cent of ex-servicemen. In the initial years, service doctors will run these facilities. 37. Those areas having a population of les than 2500 ex-servicemen will be provided linkages with either the new polyclinics or the augmented facilities a service hospitals. 38. For specialities, diagnostic tests and medicines not provided at these facilities, reference would be made to empanelled hospitals and 60 per cent reimbursement provided.
