Extract of the reply – letter No B/49777/AG/ECHS 29 Aug 2003, of the Central Organisation Ex-Servicemen Contributory Health Scheme, New Delhi – 110 011 received by the Som Vihar Society is reproduced below. 1. Reference your letter No 32/SVMC/2003 dated 21 May 2003. 2. It is for your information that in the case of any requirement of medical cover/support, the ECHS applicant may approach any of the service hospitals for necessary treatment. The hospital will recommend the line of clinical management and the likely financial expenditure. On concurrence by ECHS, the patient will be treated at the Service Hospital. If facilities are not available, in the Service Hospitals or bed space is not available, the hospital will refer the patients to the appropriate recognised civil facility. 3. This is an interim arrangement, pending approval of some important procedures by Govt/MOD. Please, however, note that in this interim period if an ECHS member proceeds to a civil facility for treatment on his own, then ECHS shall not be held responsible for the expenditure incurred. He showed me the latest list of about 400 empanalled hospitals by ECHS and also gave me the “proforma for medical treatment of ECHS members (Interim Procedure)” These are available with registrar, Base Hospital & R&R. Four copies of this are reqd to be filled. The chain for submission is as under:- First sheet is basic details about the patient Second is filled by 6 agencies-------- service specialist Remarks of Sr Adviser Recommendation of Comdt/CO Hospital Recommendation of DGMS Approval of DGAFMS Sent to Central Org ECHS(South Block) Forwarded to AG for releasing money. In case of emergencies, the Comdt/CO of the Service Hospital may approve the treatment procedure and consumables/drugs not available obtained on credit. However ex post facto approval will be obtained from DGAFMS with justification in all such cases The last para is a quote form ECHS letter So in the interim period some thing is definitely available, though slightly complex.
