Page 99 of 170 Membership Payment Procedure 30. Payment will be made by a ONE-TIME contribution by MRO (military receivable order) paid in to the RBI/SBI/Treasury. The rates for pensioners will be based on BASIC UNCOMMUTED PENSION, EXCLUDING DA. For family pensioners, the payment basis will be the FAMILY PENSION, excluding DA, at NORMAL rates (and NOT ENHANCED rates). Specific amounts are as mentioned in the application forms. 31. Prospective members will have the choice of making payment in full or in three instalments. If it is paid in instalments, the SMART card issued will be valid only for ONE year at the first payment, extended to the SECOND year at the next payment, with permanent validity only “charged” to the SMART card after the last and final payment. If an instalment is not paid, the SMART card will automatically become invalids 32. A request has been made to the RBI to allow for payment to be received at any nationalised bank, and not only the RBI, SBI and Treasuries. IT Exemption for amount of membership payment 33. The CBDT has been approached to sanction IT deduction during the year 2003-2004 for payments made in respect of membership of the ECHS. This is awaited. Loss of SMART cards 34. The loss of a SMART card will require a member/dependent to IMMEDIATELY file a FIR, and also to inform the ECHS. A fresh card will be issued ONLY after 60 DAYS, during which period the member WILL NOT BE ELIGIBLE TO AVAIL TREATMENT FROM UNDER THE ECHS. The card will have to be paid for at the rate to be fixed by the ECHS. Misuse of ECHS membership 35. Misuse of the membership of the ECHS either by the pensioner or his/her dependents will result in the membership being immediately cancelled and the payment made being forfeited. Change of polyclinic a member is normally parented to 36. Every member of the ECHS will be parented to the polyclinic nearest to the pensioner. However, should the necessity arise due to permanent re-location of a pensioner, an application will have to be made to the concerned Regional HQ/card issuing office to effect the necessary transfer. This will involve transferring the data relating to the member, photographs etc being retrieved from the hard disc of the concerned computer and transferred to the computer at the new location.
