Recently Durgabai Deshmukh General Hospital (Andhra Mahila Sabha), Adyar, Chennai and The Madras Institute of Orthopaedics and Traumatology (MIOT), Manapakkam, Chennai have both been empanelled. On a specific recommendation from members he assured that the case regarding empanelment of Cancer Institute Adyar, will be taken up at the Board level as the hospital is of National repute. 26. The MD, ECHS had conveyed his appreciation to the members of the AFVOA for the interest shown by them for the improvement of the Scheme. The points submitted earlier by the AFVOA were then taken up for discussion. The members were satisfied with the manner in which their points were dealt with and the polite clarifications given by the MD, ECHS. The details of points raised and their clarifications given below should not be quoted as authority as detailed instructions will follow from the ECHS HQ:- Ser No. Point from AFVOA Reply by MD, ECHS 1) Availability of medicines: At present not all the medicines are available at the Polyclinic. Medicines NA at Polyclinic are to be collected from MH which is not a satisfactory arrangement. It is suggested that all types of medicines to be made available by the Polyclinic if need be through LP. As per Govt orders only those PVMS and approved NIV medicines could be provided. Equivalent service medicines will be provided against those prescribed by civil hospitals. 2) Empanelment of Dental Clinic: Two to three Dental Clinics to cater for various areas in Chennai as well as other Sins should be empanelled by ECHS. MD, ECHS tasked the Regional Centre, ECHS to initiate cases for empanelment on highest priority. 3) Empanelment of Cancer Hospital, Adayar: The Adayar cancer and research hospital being a premier institute in the country should be empanelled as the rates are competitive. The chairperson of the hospital is also said to have agreed to give concessional rates for service personnel. Case has already been initialed but not yet cleared by the Govt due to certain observations. Case is under progress. However, till the case is cleared by the Govt, patients can get referred for treatment, pay the bill and produce the same for reimbursement to ECHS. 4) Disparity – Mil & Non-Mil Stns: Procedure adopted for providing medical cover to members should be the same for Mil and Non-Mil Stns as per mandate of ECHS when it was launched. Govt has not agreed to this. As per approval given, all existing facilities in Service hospitals in Mil Stns will have to be utilised before referring the patients to civil empanelled hospitals. 5) OPDs. MHs should have OPD or all departments on all days for ECHS members & their dependants. Necessary instructions will be passed through appropriate channels. 6) Referrals by ECHS: It would be ideal if ail the departments of all the empanelled hospitals are made available with a single referral from the polyclinic. The MD stated that it will be the endeavour of the ECHS to achieve this If a patient who has been referred by the first specialist to another department which is not empanelled in that particular hospital, then he will have to be referred again by the polyclinic. 7) Permanent Building for Polyclinic.
